In an interview with The Jerusalem Post, former U.S. Ambassador to Japan and former Obama administration Chief of Staff Rahm Emanuel indicated he will approach the Israel-Palestine conflict with nuance as he weighs a potential 2028 presidential campaign, reaffirming his support for the Jewish state while distancing himself from the most hardline elements of the pro-Israel movement.

In the interview, Emanuel reiterated his support for a negotiated two-state solution, arguing that any future Palestinian state must unequivocally recognize Israel as the nation-state of the Jewish people, reject terrorism and incitement, and develop governing institutions capable of ensuring long-term security.

He also promoted his proposal for what he calls a “23-state solution,” a vision in which the broader coalition of Arab countries would play a greater role in helping establish and oversee Palestinian governance while entrenching regional normalization with Israel.

Emanuel said he would not accept campaign contributions or endorsements from the American Israel Public Affairs Committee (AIPAC) if he enters the presidential race, arguing that maintaining political independence would better position him to lead on U.S. foreign policy.

Asked whether he’d take AIPAC’s backing, he said flatly: “No. Well, first of all, AIPAC’s not for my 23-state solution.”

Despite rejecting AIPAC’s support, Emanuel emphasized that his commitment to Israel’s security remains unwavering.

He argued that the erosion of American support for Israel is not confined to the Democratic Party but reflects a broader societal shift, particularly among younger Americans.

Emanuel described that trend as a challenge not only for Israel but also for the United States, warning that weakening bipartisan backing for one of America’s closest Middle Eastern allies could have lasting geopolitical consequences.

At the same time, Emanuel placed significant responsibility for Israel’s growing international isolation on Prime Minister Benjamin Netanyahu, contending that the Israeli leader’s policies have complicated Israel’s diplomatic standing abroad and rendered the country a “territorial pariah.”

Emanuel said that Israel’s supposed “pariah” status is neither in the best interest of the Jewish state nor its allies.

“I don’t believe it’s in America’s interest, in the alliance interest, or in Israel’s security interest to stay a pariah,” Emanuel said.

His criticism reflects ongoing divisions within the Democratic Party over how to balance steadfast support for Israel with concerns about the direction of Netanyahu’s government.

“Israel’s at its lowest standing since 1948 in America. Among kids 30 and younger, it’s in the tank. There’s a poll out today that Mamdani is more popular than [Netanyahu] among American Jews. That is an unsustainable foundation for a political alliance,” he said.

The former Chicago mayor also defended sanctions targeting Israeli settlers accused of violence in Judea and Samaria, confirming he would extend sanctions to “the government officials [who] facilitate” such violence as well as “the people committing” it.

His position aligns with policies pursued by the Biden administration but remains controversial among many supporters of Israel, who argue that such sanctions unfairly single out Israelis while failing to adequately address Palestinian terrorism.

Emanuel also revealed that he confronted New York City Mayor Zohran Mamdani over the slogan “From the river to the sea,” telling him that the phrase represents “destroying the Jewish people.”

The slogan has become a flashpoint in American politics, with many Jewish organizations and Israeli officials arguing it calls for the elimination of Israel, while some supporters contend they use it to advocate for equal rights and freedom for Palestinians.

On Iran, Emanuel defended the 2015 Joint Comprehensive Plan of Action (JCPOA), arguing that the agreement imposed stricter limits on Tehran’s nuclear program than currently exist following the U.S. withdrawal from the deal.

The deal, which placed limits on Iranian nuclear enrichment instead of dismantling the program entirely, was widely controversial and unpopular in Israel.

His comments come as concerns continue to mount over Iran’s advancing nuclear capabilities and its support for armed groups hostile to Israel throughout the Middle East.

Emanuel’s interview builds upon sentiments shared in an address in Tel Aviv on Wednesday calling for a fundamental reset of the U.S.-Israel relationship and an end to unconditional American support for the Jewish state.

Speaking at Tel Aviv University, Emanuel — one of the Democratic Party’s most prominent Jewish voices — offered an unusually sharp critique of Netanyahu’s government, warning that the pursuit of a “Greater Israel” agenda and permanent control over Judea and Samaria could erode the bipartisan American support that has long served as a cornerstone of Israel’s national security.

He warned that the window for maintaining support from the U.S. is rapidly closing and that the Jewish state risks becoming globally isolated.

Emanuel — whose father was born in what would become Israel and who volunteered with the Israeli military as a civilian during the 1991 Gulf War — has long been regarded as one of his party’s strongest supporters of the Jewish state.

As speculation surrounding Emanuel’s political future continues, his remarks underscore the difficult balancing act facing Democratic presidential hopefuls in maintaining strong support for Israel’s security and condemning antisemitism while responding to an increasingly divided Democratic electorate over the Israeli-Palestinian conflict.

Polls indicate that Israel’s popularity has cratered in the Democratic Party, with a majority of Democrats indicating that the U.S. has been too supportive of Israel and that the Jewish state has committed a so-called “genocide” in Gaza.

Whether that approach resonates with Democratic primary voters could become one of the defining foreign policy questions of the 2028 campaign.

A sharp Democratic primary debate in Michigan on Tuesday highlighted deep divisions within the party as Rep. Haley Stevens and former Wayne County Health Department Director Abdul El-Sayed clashed over Israel, AIPAC, immigration and the party’s direction ahead of next month’s Senate primary.

Stevens, who is backed by Senate Minority Leader Chuck Schumer, D-N.Y., and Democratic Party establishment figures, faced El-Sayed, a progressive candidate endorsed by Sen. Bernie Sanders, I-Vt., and Rep. Alexandria Ocasio-Cortez, D-N.Y.

The winner will face former Republican Rep. Mike Rogers, who is seeking the seat being vacated by retiring Democratic Sen. Gary Peters.

Israel and campaign funding became central points of contention.

El-Sayed repeatedly criticized Stevens over outside spending from pro-Israel and corporate-aligned groups, saying, “If you want your politics dictated by AIPAC or Chuck Schumer, then I’m not your guy.”

He also argued that “So long as our politicians continue to be bought off by AIPAC, do not be surprised when we fight wars that are in their best interest.”

Stevens rejected the criticism and accused El-Sayed of benefiting from Republican efforts to influence the Democratic primary. “What my opponent needs to answer is, why is the GOP spending thousands of dollars to prop up his campaign, saying that he will make Mike Rogers the next U.S. senator?” she said.

She also challenged El-Sayed to release his tax returns, saying: “Well, look, transparency is also important, and this is why I have released my tax returns. My opponent, Abdul, said that transparency is key, but yet he hasn’t released his tax returns.”

On Middle East policy, Stevens said she supports “an immediate end to U.S. involvement in Iran” and contrasted her position with El-Sayed’s by backing a negotiated resolution to the Israeli-Palestinian conflict.

“The difference between my opponent and myself on this issue is that I believe in a two-state solution,” Stevens said. “I can say that Israel has a right to peacefully exist alongside the people of Palestine and in Gaza.”

The candidates also sparred over immigration enforcement, childcare and artificial intelligence policy. The debate took place two days after state Sen. Mallory McMorrow suspended her Senate campaign and pledged to support the eventual Democratic nominee.

As New York City voters head to the polls on Tuesday, two closely watched Democratic congressional primaries have become flashpoints in a broader debate over Israel, AIPAC and antisemitism, with Jewish leaders warning that criticism of pro-Israel organizations is increasingly bleeding into anti-Jewish rhetoric.

In New York’s 10th Congressional District, Rep. Dan Goldman (D-N.Y.) faces a challenge from former New York City Comptroller Brad Lander.

Throughout the campaign, Lander has repeatedly criticized Goldman over support linked to the American Israel Public Affairs Committee, focusing on a political action committee that Goldman uses to help fund other congressional candidates.

Goldman has stated that his own campaign has not received AIPAC funding.

The issue erupted on Sunday after Goldman stopped at Poetica Coffee in Brooklyn’s Williamsburg neighborhood while campaigning.

Shortly afterward, the coffee shop posted a message on social media saying it would have refused him service had staff recognized him, adding that they “don’t serve racists, fascists, homophobes, genocide enablers, or anyone in between.”

“Too bad we didn’t recognize you right away, or we would have turned you away,” the shop wrote.

“We issued you a refund—we don’t need your money (it’s probably coming from AIPAC anyways). Enjoy your loss on Tuesday.”

The incident drew sharp criticism from Jewish organizations.

“Assigning collective blame to Jews or perceived supporters of Israel over disagreements with Middle East policies is the very definition of antisemitism,” said Mark Treyger, CEO of the Jewish Community Relations Council of New York.

Treyger called on state and city authorities to investigate whether the coffee shop violated anti-discrimination laws.

“It is shameful and hateful,” he stated. “Businesses open to the public do not get to discriminate based on religion, ancestry, ethnicity, or stereotypes.”

The controversy followed remarks by New York City Mayor Zohran Mamdani, who has endorsed several progressive congressional challengers, including Lander.

Speaking at a rally in Brooklyn last week, Mamdani described AIPAC as among the “monsters” his movement was fighting and accused the pro-Israel lobbying group of using “millions in dark money” to influence elections.

Ted Deutch, CEO of the American Jewish Committee, condemned the remarks.

“You want to debate ideas? Fine,” Deutch wrote. “But when you call people monsters, you’re not debating ideas, you’re dehumanizing the people you disagree with.”

That message, he added, rings even louder coming from a mayor.

“It creates an environment where people hear clearly who is being cast as outside the community, one where they wonder whether they can safely live and speak as themselves,” Deutch wrote.

In New York’s 7th Congressional District, Claire Valdez, a member of the New York State Assembly, and Antonio Reynoso, president of the Brooklyn Borough, are competing to succeed Rep. Nydia Velázquez (D-N.Y.), who is retiring after 16 terms.

The race has generated its own dispute over alleged ties to AIPAC. Valdez and her allies suggested that a super PAC supporting Reynoso was connected to AIPAC.

Subsequent reporting found that the PAC was funded by labor organizations, including teachers’ unions, and not by AIPAC.

Even after those reports emerged, Valdez’s campaign continued to highlight donations to Reynoso from individuals who had also supported pro-Israel causes, prompting criticism from Jewish leaders.

“That’s beyond the line. That should be concerning to everybody,” David Greenfield, CEO of the Met Council on Jewish Poverty and a former New York City councilman, told JNS.

Greenfield said some Democratic Socialists of America-aligned candidates were attempting to mobilize anti-Israel voters by invoking longstanding conspiracies about Jewish political influence.

“They’re playing into this trope and conspiracy,” he said.

New York City Mayor Zohran Mamdani is facing criticism from Jewish leaders and pro-Israel groups after calling AIPAC and its political supporters “monsters” during a rally with Sen. Bernie Sanders and progressive congressional candidates ahead of Tuesday’s Democratic primaries.

Mamdani made the remarks Thursday night at Kings Theatre in Brooklyn, where he appeared with Sanders and a slate of left-wing candidates he is backing in New York House races, including former New York City Comptroller Brad Lander, Assembly Member Claire Valdez and Darializa Avila Chevalier.

In his speech, Mamdani framed the candidates’ campaigns as part of a broader effort to challenge establishment Democrats and groups that spend heavily in elections.

“The monsters that we are up against, they take many different forms,” Mamdani said, before turning to AIPAC.

He described the pro-Israel lobby as an organization “for whom the only thing more frightening than democracy being allowed to run its course is an end to genocide and Netanyahu’s wars.”

Mamdani also accused AIPAC of moving “millions in dark money to accomplish a single goal, to preserve their power so that they can turn us against one another instead of our leaders turning towards the moral change we all know to be necessary.”

“In the wealthiest city in the wealthiest country in the history of the world, we need not live in fear of monsters any longer,” Mamdani said.

The comments drew condemnation from Rabbi Chaim Steinmetz, senior rabbi of Kehilath Jeshurun on Manhattan’s Upper East Side, who said Mamdani’s language targeted not only AIPAC as an institution but also its supporters.

“Mamdani is accusing AIPAC of being a monster that subverts democracy, supports genocide and wants to divide Americans,” Steinmetz wrote in a social media post. “This is pure incitement. It inspires people like Elias Rodriguez to take violent action against AIPAC and its supporters.”

Rodriguez has been charged in the May 2025 killing of two Israeli Embassy staff members in Washington, DC.

“Well, I’m an AIPAC supporter. And Mamdani is inciting hatred against people like me,” Steinmetz wrote. “Mayor Mamdani: you are speaking about me. About millions of New Yorkers who support the very policies AIPAC advocates for. You are demonizing them. And you are the one who is turning New Yorkers against each other in order to grab power.”

“New York already has an antisemitism problem. Right now, you are pouring fuel on the fire. I shudder to think what happens next. But you will be responsible for it,” he added.

Jim Berk, CEO of the Simon Wiesenthal Center, also criticized Mamdani’s remarks, saying they echoed older accusations against Jewish political organizations.

“The claim that AIPAC exists not to pursue a political agenda, but to spread discord and wield influence for its own sake, is not new,” Berk said.

“Soviet anti-Zionist campaigns and earlier antisemitic movements similarly portrayed Jewish organizations as pursuing power not to achieve political goals, but because Jews themselves were said to crave influence and control,” he continued.

“The suggestion that Jewish political participation is inherently suspect, illegitimate, or secretly manipulative is abhorrent. This is the same old story, retold in a new language.”

The Anti-Defamation League also called on Mamdani to apologize, saying his comments crossed “a dangerous line” by using dehumanizing and conspiratorial rhetoric.

Five suspects were reportedly arrested after the FBI foiled a plot to attack the White House during Trump’s birthday party and to harm lawmakers linked to the pro-Israel lobby group AIPAC.

The FBI disrupted alleged planned attacks targeting a UFC event held on the White House South Lawn over the weekend, along with politicians aligned with a pro-Israel lobby group, with five suspects arrested in a multistate operation, officials and US media reports said Tuesday.

FBI Director Kash Patel said the bureau learned of the possible threat on June 10, four days before the UFC Freedom 250 event, which was staged at the White House as part of celebrations surrounding President Donald Trump’s 80th birthday and the approaching 250th anniversary of American independence.

“Thanks to the rapid action of the FBI, our partners, and the Department of Justice in a multi-state operation, multiple individuals are now in custody and allegedly planned attacks were stopped cold,” Patel wrote on X.

Secret Service Director Sean Curran said in a separate statement that his agency “worked around the clock to identify those responsible and hold them accountable.”

A law enforcement official familiar with the matter told AP that five people were arrested from states including Ohio, Missouri and California. The official spoke on condition of anonymity to discuss information that had not yet been made public.

The nature of the alleged threat was initially not disclosed by federal officials, with additional details expected after charges were unsealed.

Media reports said the plot involved explosive drones and snipers.

The alleged plan called for drones packed with explosives to strike buildings near the event, sparking panic and driving spectators toward a sniper team. A second group of attackers was then allegedly supposed to move toward the White House gates.

The New York Post reported that the FBI uncovered the plot on June 10, after which agents carried out a raid in Cincinnati and made an initial arrest. The report said other suspects traveled to Fredericksburg, Virginia, on June 12 or June 13 to prepare for the attack.

Investigators also reportedly found at least 23 users on one suspect’s iPhone who had participated in Signal discussions about the planned attack.

One suspect reportedly told investigators that the attack was intended to target “capitalist elites,” “billionaires” and politicians who had received money from AIPAC, the pro-Israel lobbying group.

Patel told Fox News that the operation prevented a serious threat.

The UFC Freedom 250 event drew about 4,300 people, including 1,200 active-duty service members. It featured a UFC arena built on the South Lawn and was promoted by Trump as part of a broader slate of events marking the country’s semiquincentennial.

The event, held Sunday, was one of the most unusual uses of the White House grounds in modern presidential history, combining professional mixed martial arts, military pageantry and political ceremony. Trump, a longtime UFC fan and ally of UFC CEO Dana White, attended the fights as part of his birthday celebrations.

Federal authorities have not yet publicly identified the suspects or detailed the charges. Officials said more information was expected after court documents were released.

The transformation of California for Warren into TrackAIPAC raises questions about whether Warren or members of her team have signed off on the account’s strategy and tactics.

The X account known as “TrackAIPAC,” the self-described “America First” group that accuses pro-Israel U.S. politicians of being “foreign agents,” got its start as “California for Warren,” an account dedicated to promoting left-wing Massachusetts senator Elizabeth Warren’s (D.) failed presidential campaign, a Washington Free Beacon review found.

At one point, the account described itself as part of the “Warren for President team.”

Years before the “AIPAC Tracker,” run by Cory Archibald and Casey Kennedy, began posting graphics spewing bile at Israel, which it has described as “a terrorist state, massacring innocents by the hundreds of thousands,” and maligning pro-Israel Americans, it was known as California for Warren, according to archives of the account.

Created in April 2019, California for Warren described itself as “Californians supporting Elizabeth Warren for president” and as part of “#TeamWarren.”

The account amassed thousands of followers by live-tweeting Warren’s speeches and debates, defending her when she faced criticism, and coordinating with her campaign on volunteer efforts.

Archived posts reviewed by the Free Beacon, for example, show the account advertising a Warren campaign town hall in San Diego, soliciting donations for the campaign, and recruiting prospective volunteers.

It also promoted a “#TeamWarren Night School,” which it described as “an 8-week free online training program on the nuts and bolts of being a Community Team Leader for #Warren2020!”

California for Warren at times presented itself as directly affiliated with the Warren campaign.

On Nov. 18, 2019, the account announced an event marking the opening of a new campaign office in Los Angeles.

“The Warren for President team is excited to announce we will be opening our new LA Office on Sunday, November 24th!” the tweet read. “Come and join the fight for BIG structural change! #Warren2020 #TeamWarren.”

The revelation comes as 2028 Democratic presidential contenders court the left-wing senator, who has met recently with Kentucky governor Andy Beshear and California governor Gavin Newsom, according to Axios.

Those meetings have sparked concerns among centrist Democrats that the party has drifted too far to the left, and her affiliation with TrackAIPAC is unlikely to quell those worries.

When Warren ended her presidential campaign in March 2020 after a poor Super Tuesday showing, the California for Warren account rebranded itself as “Warren Democrat,” a move it said was aimed at “expand[ing] our reach as we move toward the general election.”

It promoted the idea that then-candidate Joe Biden should name Warren as his running mate and reacted negatively to news of Kamala Harris’s selection.

In the days leading up to the announcement, the account wrote that “this moment in history demands that Biden not pick a former cop or prosecutor to be his running mate.”

The transformation of California for Warren into TrackAIPAC raises questions about whether Warren or members of her team have signed off on the account’s strategy and tactics.

Most recently, the account promoted the New Jersey congressional campaign of Adam Hamawy, a longtime associate of the “Blind Sheikh” terror mastermind, and signal-boosted a post likening the Jewish Democratic congresswoman Debbie Wasserman Schultz (Fla.) to “Jim Crow Republicans.”

Warren, in fact, has not publicly commented on or directly interacted with TrackAIPAC, though the account frequently mentions her, thanking her in one June 2025 post for accusing Israel of “shooting at innocent people desperate for food.”

TrackAIPAC has faced criticism in recent weeks for its endorsement of antisemitic Democrat Maureen Galindo, who is in a primary runoff in Texas’s 35th Congressional District.

TrackAIPAC revoked its endorsement on May 19 after Galindo called to imprison and castrate “American Zionists.”

Before that, however, Galindo had said that Jews “worship the synagogue of satan” and “use books and movies to create realities” because they “own Hollywood.”

TrackAIPAC did not distance itself from Galindo after she made those remarks, when those comments gained attention, and Warren has not condemned Galindo or her remarks.

That said, Warren does not appear to be uncomfortable with extremist views. She endorsed Graham Platner early in Maine’s Senate primary. Until recently, Platner sported a Nazi tattoo on his chest.

Warner said he “has the values” to serve in the Senate and would bring much-needed “accountability” to Washington.

The “Warren Democrat” handle on the account lasted until February 2023, when the account name changed to “Progressive Wins” and began posting examples of left-wing politicians winning Democratic primary races and passing bills.

The branding stuck until March 2024, when the account became “TrackAIPAC.”

While TrackAIPAC presents itself as a supporter of the “America First” movement, one that is often associated with President Donald Trump, the account touted some of Warren’s most extreme left-wing views when it was known as California for Warren.

In a thread about “Ending the Criminalization of LGBTQ+ People,” for instance, the account celebrated a Warren plan that included ending solitary confinement and cash bail as a means of helping transgender people.

Another thread accused white people of causing air pollution and giving “Blacks and Latinxs” childhood asthma.

California for Warren also amplified Warren’s promise “to appoint women or nonbinary people to at least half of the top positions in the executive branch” and her claims that higher maternal mortality rates for black women are a result of racism.

The man behind California for Warren identified himself as a “queer masc person who lives on the *west* coast” in a January 2022 post, indicating that Kennedy, one of the owners and operators of TrackAIPAC, was also behind the account during its Warren years.

Kennedy worked at a company called AG Scientific and resides in San Diego. He gave a total around $613.79 to Warren’s 2020 presidential campaign, Federal Election Commission records show.

He also donated to Citizens Against AIPAC Corruption—the political action committee behind TrackAIPAC—in August 2024.

Neither Warren nor Kennedy responded to requests for comment.

Since changing the account’s name to TrackAIPAC, Kennedy and his cofounder have argued that Hamas was justified in kidnapping American-Israeli dual citizen Edan Alexander because Alexander “should have stayed at home in New Jersey instead of signing up for the Israeli military.”

It also maligned Itay Chen, a 19-year-old American hostage killed by Hamas, as an “American citizen [who] volunteered to move overseas to join the [Israeli military] to partake in ethnic cleansing and genocide.”

The account has called Israel an “evil, malignant force” that “should simply not exist” and accused the Jewish state of committing a “21st Century Holocaust.”

TrackAIPAC has also called on its large following to boycott Jewish Americans in the entertainment industry.

It posted a Google Docs spreadsheet called “Boycott These Movies & TV Shows for Palestine” on X, naming “450 Jewish creatives … and Hollywood professionals” who have spoken out in support of the Jewish state.

Warren has been outspoken in her criticism of Israel since Oct. 7, 2023. In November of that year, she wrote that “terrorist attacks against Israel have been followed by a dangerous spike in anti-Jewish incidents.”

As the Israeli war against Hamas went on, she continued to condemn October 7 as “the deadliest day for the Jewish people since the Holocaust” but accused Israeli prime minister Benjamin Netanyahu of “unleash[ing] unthinkable violence on innocent civilians in Gaza.”

Warren has also voted for measures blocking arms sales to Israel and boycotted Netanyahu’s 2024 address to Congress.

Though she has denounced Netanyahu’s leadership as “a moral and strategic failure that is in direct opposition to American policy and American values,” she has not echoed TrackAIPAC in describing him as a “modern day Hitler.”

AIPAC has long understood that the most durable case for the alliance is the case rooted in shared American interests, and the post-aid framework makes that case more concretely than the aid model ever did.

The era of grant aid to Israel is closing—not because the alliance is faltering, but because Israel has succeeded.

The shift is bilateral, not an American imposition. In December, Israeli Prime Minister Benjamin Netanyahu announced a 350 billion shekel ($120 billion) domestic defense investment over the next decade.

The architecture that has defined the U.S.-Israel relationship for four decades is being replaced. The question is what that will look like.

In January, at Mar-a-Lago, he confirmed his intention to taper U.S. military aid to zero.

On April 26, the Israeli financial daily Calcalist reported that Washington and Jerusalem will open formal negotiations next month on a successor framework that drives Foreign Military Financing to zero by 2038.

In Washington, this transition is widely framed as a problem for the American pro-Israel community. Annual aid appropriation has been the primary legislative deliverable for 40 years; without it, one might ask, what is the lobby for?

That framing is wrong. This transition is the largest strategic opportunity in the alliance’s modern history, and the American Israel Public Affairs Committee (AIPAC) is uniquely positioned to lead it.

Consider what Israel actually is in 2026.

Defense exports of $14.79 billion in 2024—the fourth consecutive record year. A combined order backlog at Israel Aerospace Industries, Elbit Systems and Rafael Advanced Defense Systems exceeded $80 billion by the first quarter of 2026.

Iron Dome interceptors are now being manufactured in Camden, Ark., by an Israeli-American joint venture. Arrow 3 has been deployed to Germany as the apex layer of European Sky Shield.

Trophy active protection systems have been installed on American Abrams tanks and Iron Fist on American Bradley fighting vehicles.

Israel’s economy—with a GDP near $712 billion and per capita output of nearly 70,000, according to the International Monetary Fund—is among the highest in the world.

This is not a country that needs to be subsidized into existence. It is a tier-one defense power on whose technology American servicemembers now depend. The grant model was right for 1979. It is wrong for 2026.

What the post-aid alliance needs is architecture.

Five questions will define it: How big is the joint research envelope that replaces declining American subsidies?

How does the United States fulfill its statutory obligation to maintain Israel’s Qualitative Military Edge when the financing instrument changes?

How are Israeli technology transfers to China constrained? How are American export controls, particularly ITAR licensing, brought up to the speed at which Israeli and American innovation cycles actually run?

And how is the political economy of the relationship rebuilt around American jobs producing Israeli systems for American customers, rather than American grants flowing to American contractors who happen to sell to Israel?

Each of these questions is technically demanding, politically complex and consequential.

Each requires substantive American advocacy of a kind that the pro-Israel community has not focused on for a generation. And each plays directly to AIPAC’s institutional strengths.

Begin with congressional relationships. The successor framework will be shaped substantially through authorization legislation—the National Defense Authorization Act, foreign-relations authorizations, trade and CFIUS legislation, and the rulemaking that follows each.

AIPAC’s congressional footprint, built across decades and both parties, is the single most valuable advocacy asset in the pro-Israel ecosystem for exactly this kind of work. No other organization has the same depth of access to the same number of relevant rooms.

Add the bipartisan operating model. The architecture questions split unusually well across the aisle.

Conservatives aligned with U.S. President Donald Trump want a transactional alliance built on shared strategic competition with China and Iran, and the post-aid framework delivers that.

Traditional Republicans want a Reagan-era internationalist alliance with allies who carry their share of the burden; the post-aid framework delivers that, too.

Pro-Israel Democrats want an alliance grounded in democratic values and technology partnership rather than financial dependency; the post-aid framework, perhaps surprisingly, fits that frame as well as any other.

AIPAC operates fluently across all three constituencies. Most of the alternatives operate across one at most.

Add American industrial constituencies. Each successful U.S. procurement of an Israeli system builds a domestic constituency for the alliance—an industrial constituency rooted in specific congressional districts with the political durability of a Boeing or Lockheed program.

This is the political economy of the post-aid era, and it is more resilient than the foreign-aid model that preceded it. AIPAC’s natural role is to be the political organizing principle of that constituency.

Add the strategic logic of the China question. The post-aid framework will, almost certainly, codify treaty-level restrictions on Israeli dual-use technology transfers to Beijing: semiconductors, AI, advanced sensors, autonomous systems, hypersonic technology and defense-relevant biotech.

This serves direct American interests. It also positions the U.S.-Israel alliance at the center of the broader American strategic competition with China, rather than at its periphery.

AIPAC has long understood that the most durable case for the alliance is the case rooted in shared American interests, and the post-aid framework makes that case more concretely than the aid model ever did.

Finally, add the generational reset. Making the pro-Israel case for Americans aged 18 to 34 in the vocabulary of their parents has failed.

The post-aid frame—democratic partnership, technology integration, opposition to a coalition of authoritarian states—could resonate better with this generation if made well. AIPAC has the budget, the infrastructure and the institutional reach to make it.

None of this happens automatically. The successor Memorandum of Understanding could be poorly designed. The China veto could be left informal. The ITAR system could remain calibrated to a different era.

The American industrial constituency for the alliance could be built piecemeal rather than systematically. The generational case could be lost by default. Each of these failures is plausible. Each happens if the architecture work is done haphazardly rather than by design.

The successor MOU negotiations open in May. The framework will likely be signed by FY2027. In other words, the window for shaping the architecture is approximately 18 months.

This moment requires American pro-Israel leadership to operate strategically—technical, sustained and unafraid of an unfamiliar room.

Critics on the left and the right have argued for years that the pro-Israel lobby is yesterday’s instrument. That argument has always been wrong, but it has been most obviously wrong when applied to a moment like this.

The lobby that managed the patron-client era must become the lobby that architects the peer-alliance era; exactly what AIPAC is best-equipped to become.

The best chapter of the U.S.-Israel alliance is yet to come. The institutions that lead us there will define how good a chapter it turns out to be.

The DNC’s rejection of the resolution comes as a new poll finds that about 80% of Democratic voters say they have an unfavorable view of Israel, up sharply over the last three years.

The Democratic National Committee will not vote on a resolution that condemns the pro-Israel lobby AIPAC specifically, after a sub-committee rejected the resolution on Thursday during the DNC’s annual meeting in New Orleans.

The DNC’s Resolutions Committee instead advanced a resolution condemning “dark money” more broadly in electoral politics.

AIPAC is one of several lobbies that have flooded elections with millions of dollars of spending, along with technology and real estate PACs, but it was the only one mentioned specifically in the proposed resolution.

Proponents of the resolution said AIPAC’s $14 million spend during Illinois’ primaries last month made it worth calling out specifically.

But its critics — including some who are themselves critical of AIPAC — said the resolution’s singling out of AIPAC carried an “undercurrent of antisemitism.”

Chair Ken Martin said the DNC had opted to take the more inclusive approach.

“We had various resolutions that focused on different industries and groups, and instead of going one-by-one, we passed a blanket repudiation,” he tweeted.

“I have made my position on this clear from day one: We must end the influence of dark money in our politics and restore power back to the people.”

Jewish Democratic groups praised the decision.

“We agree with the rejection of dark money in politics — a topic covered in another more expansive resolution adopted by the Committee — but also believe that singling out any individual organization is both unproductive and unnecessarily divisive,” said Halie Soifer, CEO of the Jewish Democratic Council of America.

The DNC’s rejection of the resolution comes as a new poll finds that about 80% of Democratic voters say they have an unfavorable view of Israel, up sharply over the last three years.

The Resolutions Committee also declined to adopt two resolutions supporting the Palestinians and opposing the war in Iran, instead referring them to the party’s year-old Middle East Working Group, which is also meeting this week.

Martin and other party leaders have portrayed the working group as an essential strategy to manage delicate decisions on a complex topic, but their critics say it is a mechanism to evade making decisions on a topic where party leaders and rank-and-file members may not share the same views.

“We’re pleased that the DNC Resolutions Committee rejected a set of divisive, anti-Israel resolutions,” Democratic Majority for Israel President and CEO Brian Romick said in a statement.

“These measures would be a gift to Republicans, would further fracture our party, and do nothing to bring Israelis and Palestinians closer to peace.”

When an interviewer told him he wouldn’t vote for a candidate who accepts support from AIPAC, California Gov. Gavin Newsom stumbled over his answer.

“It’s interesting,” Newsom said, repeating the phrase multiple times. He distanced himself from the pro-Israel lobbying group, saying it is “not relevant” to his “day-to-day life,” but didn’t comment on whether he would ever accept its support. His critics said he “short-circuited.”

That was back in October. This week, he had a clearer answer.

“Never have and never will,” Newsom said on Sunday, asked whether he would take money from AIPAC.

It wasn’t the first time that Newsom has shown off his record of not taking money from AIPAC, nor from other special interest lobbying groups in industries like tobacco and oil.

And that record comes as no surprise: AIPAC has not historically gotten involved in state elections, and Newsom has run only in gubernatorial races since 2018.

But Newsom, who’s widely believed to be running for the Democratic presidential nomination in 2028, was offering a clear sign that he is aiming to appeal to a voter base that is increasingly critical of Israel and uses AIPAC support as a litmus test of politicians.

Signs are piling up that support for Israel is a mounting liability for national politicians. Polling shows that support for Israel has plummeted to the single digits among Democrats and has declined on the right, too.

An internal investigation by the Democratic National Committee, meanwhile, found that Kamala Harris lost votes in the 2024 election as a result of her stance on Israel’s war in Gaza, Axios reported this week.

Now, moderate Democrats who have records of voting for pro-Israel policies are swearing off AIPAC, signaling just how toxic the pro-Israel group has become in electoral politics.

Newsom was the first sitting mayor of San Francisco to visit Israel when he did so in 2008.

As governor of California since 2019, Newsom’s constituency includes more than 1.2 million Jews, making up more than 16% of the American Jewish population, according to the 2024 American Jewish Year Book.

Newsom visited Israel less than two weeks after Hamas’ Oct. 7, 2023 attack, meeting with anguished Israelis as well as senior officials including Prime Minister Benjamin Netanyahu.

During a wave of anti-Israel protests in 2024, Newsom signed legislation requiring public universities to update their codes of conduct and add mandatory anti-discrimination training for students amid a rise in antisemitic incidents on college campuses.

He also signed a bill meant to prevent “hate littering,” aimed at limiting the dissemination of flyers with threatening speech.

He said earlier this year that he is “crystal clear in my love for Israel — and my condemnation of Bibi [Netanyahu], and there’s a distinction.”

In a podcast with conservative commentator Ben Shapiro in January, Newsom said “there was a dehumanization” in the way Netanyahu talked about Palestinian people when they met.

Newsom said he disagrees with accusations of genocide — an increasingly common accusation among Democratic politicians — and that he was not “granting legitimacy” to them.

But he said he understands “the tendency for people to assert” that Israel committed genocide because of its conduct in the war.

Weighted polling data compiled by Race to the WH shows Newsom as the leading Democratic presidential candidate, though some polls have him behind Harris or Pete Buttigieg.

Newsom has taken a unique approach as a major Democratic politician over the past year, hosting right-wing figures such as Shapiro, Charlie Kirk and MAGA firebrand Steve Bannon on his podcast.

“We can all be in our own lanes and be in total denial, and that’s a line we can draw, but we’ve got to draw a circle. We have to live together across our differences,” he told NPR on Tuesday, when asked about those podcasts.

Newsom, who is currently on a book tour with stops in Tennessee, Georgia and South Carolina, has framed the tour as a way to appeal to voters in red states.

Newsom made headlines on the Atlanta leg of his tour this week when he revealed that he “can’t read” his speeches because of his dyslexia.

Newsom’s Israel views have drawn criticism from some progressives, such as Rep. Ro Khanna from California.

“He doesn’t want to offend the AIPAC donors,” Khanna said in January, in response to Newsom not accusing Israel of genocide.

“He doesn’t want to offend the donor class. And that explains his position on going to give Netanyahu a blank check right after Oct. 7, on not being willing to ever call out the funding we were giving, and not willing to call out that clearly it was a genocide, and then not willing to challenge the billionaire class on tax policy.”

There is no record of Newsom receiving donations from AIPAC, though a filing from his 2003 run for mayor showed that his campaign gave $500 to AIPAC as a “civic donation.”

His latest comment about AIPAC, which came in an interview with YouTuber Adam Mockler on Newsom’s book tour, did not halt left-wing criticism of Newsom’s Israel-Palestine views.

“Gavin Newsom is a former AIPAC donor,” the X account Track AIPAC, which works to counter the pro-Israel lobby, wrote as the clip was circulating.

“He refuses to acknowledge the genocide in Gaza, attempted to crush pro-Palestine protests, and still supports unconditional aid to Israel. He will never be president.”

AIPAC’s co-founder, Cory Archibald, said in a follow-up that she took Newsom’s comment as a victory.

“I would also like us to take a collective moment to appreciate what a feat it is that Gavin Newsom feels he has to come out, in February 2026, to state that he rejects AIPAC,” Archibald wrote.

She added: “We will make AIPAC money the defining issue of the 2028 race. Watch.”

Israeli Prime Minister Benjamin Netanyahu will not travel to Washington next week to attend a Feb. 19 meeting of the Board of Peace, his office said, even as Israel formally signed on to the postwar governance body alongside US Secretary of State Marco Rubio.

“Prime Minister Netanyahu will participate in the annual AIPAC conference virtually, and, therefore, will not fly to Washington next week,” the Prime Minister’s Office said in a statement, referring to the upcoming conference of the American Israel Public Affairs Committee.

The announcement followed Israel’s decision to join the Board of Peace, an international body established to address governance and stabilization arrangements in the Gaza Strip following the war.

The charter of the Board of Peace was signed on Jan. 22 by 19 countries on the sidelines of the World Economic Forum meeting in Davos, Switzerland.

According to the framework outlined at the forum, the Board of Peace was created as part of efforts to resolve the situation in Gaza and to oversee postwar governance mechanisms.

The body is based on an agreement between Israel and the radical Palestinian movement Hamas regarding governance in the Gaza Strip, while also being tasked with preventing and mediating conflicts in other regions.

Netanyahu’s decision not to attend the Washington meeting comes after a recent visit to the United States that was publicly described as urgent and focused on discussions over the ongoing nuclear talks between Washington and Tehran.

The timing of that visit, however, prompted speculation that the Israeli leader was seeking to avoid appearing at the inaugural Board of Peace summit.

The US-backed initiative has drawn criticism in Israel, in part because it internationalizes Israel’s conflict with the Palestinians and provides a formal role for additional regional and international actors.

Critics have pointed to the involvement of countries such as Turkey and Qatar, which are seen in Jerusalem as rivals with competing interests in Gaza.

Netanyahu has recently returned from talks with US President Donald Trump about nuclear talks with Iran. The 3-hour closed-door meeting ended with no press conference or announcement.

Despite Netanyahu’s absence from the Washington meeting, Israeli officials emphasized that Israel’s participation in the Board of Peace reflects coordination with the United States and an effort to shape postwar arrangements from within the framework rather than outside it.

The government did not indicate whether Netanyahu would attend future Board of Peace meetings in person.

Pardoned Jan. 6 protester Jake Lang staged an antisemitic demonstration on Sunday outside of the headquarters of the pro-Israel lobby AIPAC where he threw chocolate coins and gave a Nazi salute.

As he stood before a banner reading “Make Jerusalem Christian Again,” Lang made a series of threats against AIPAC-funded politicians and peddled a slew of antisemitic tropes, including the Great Replacement Theory, which holds that Jews are orchestrating mass immigration.

“White people in America, you will be replaced, and your children will be Black Muslims if you don’t stand up now,” said Lang, according to a video of the protest posted on X by journalist Ford Fischer.

“AIPAC is one of the main components to the people at the head of Hollywood that are brainwashing your children to vote Democrat, to take your guns and to take your freedom. It’s time we fight back.”

The demonstration hosted by Lang, who is currently vying for a Senate seat in Florida, comes as watchdogs have warned that alt-right figures are increasingly finding a foothold within mainstream conservative politics.

In recent months, far-right influencers like Lang, including livestreamer Nick Fuentes, have garnered mainstream attention within the Republican party, a trend that has sparked outcry among both Jewish and non-Jewish Republicans.

But Vice President JD Vance has indicated that while he opposes antisemitism, he is not inclined to draw a line against rising antisemitism in his party.

At the same time, AIPAC, which Lang targeted, has become anathema in both parties as support for Israel has plummeted in recent years.

Lang’s Senate candidacy in Florida is not considered serious. He has raised very little money in his quest to unseat an incumbent who has President Donald Trump’s support.

But Lang has benefited from Trump in the past as well.

He had spent four years in federal custody in Washington, D.C., after being charged for allegedly beating a police officer with a bat during the Jan. 6, 2021, Capitol protest when Trump pardoned 1,600 people charged with crimes committed by his supporters that day.

Earlier this year, he went free.

Since then, Lang has frequently staged incendiary protests in other cities across the country. In November, Lang travelled to Dearborn, Michigan, where he attempted to burn a Quran, the central religious text in Islam, and slapped bacon on it.

(He later filed a lawsuit against the city claiming that police did not intervene in a confrontation with counter-protesters.)

During the protest Sunday, Lang also made a series of racist remarks towards immigrant children, including that “they’re anchor babies sent in as chemical weapons by the Talmudic Jews.”

Lang also warned that lawmakers who have received AIPAC donations would be “hung for treason.”

“Congressmen and women that have been taking AIPAC money, we suggest you stop now before the Crusades really start, you will be on the menu,” said Lang.

“These people have sold our country out. Treasonous traders will be hanging from the gallows rightfully and just-fully prosecuted and hung for treason.”

Later, when asked by a person in the crowd whether he believed that “the Holocaust happened,” Lang replied, “Not at that level, no.”

Before leading his group away from the AIPAC headquarters, Lang gave a final Nazi salute and said, “That’s the APAC building right there. White Christian men are not gonna sit around while you turn our children into a bunch of n—er lovers.”

Congressional Democrats have unveiled a new political action committee aimed at confronting a surge of antisemitism within the party.

The Alliance Against Anti-Semitism PAC, co-chaired by Reps. Greg Landsman (D-OH), Laura Friedman (D-CA), and Ted Lieu (D-CA), was quietly registered with the FEC in October and is now preparing to support candidates who are willing to speak forcefully against anti-Jewish rhetoric ahead of next year’s primaries.

While the Democratic Party already has several groups focused on pro-Israel politics, the PAC is the first explicitly dedicated to countering antisemitism.

“We want to celebrate and lift up those leaders who are unapologetically going to fight back against hate in all of its forms, including antisemitism,” Landsman tells Jewish Insider.

“Sometimes antisemitism gets lost. This is our effort to root it out on our side, and I think it’s going to have an enormous impact.”

“There has been a lot of demonizing and bothering of Jews, particularly Jews who believe in Jewish self-determination and statehood,” he added.

“I think it’s really important that we clarify that for folks.”

Although the PAC has not adopted a formal endorsement scorecard, lawmakers who back the Antisemitism Awareness Act are expected to stand out as natural allies.

Introduced over the spring by Sens. Tim Scott and Jacky Rosen, the bill would require the Education Department to adopt the IHRA definition of antisemitism, giving universities clearer standards for when anti-Israel protests cross into unlawful discrimination.

On Friday, the Democratic Majority for Israel PAC announced its new endorsements for the 2026 Senate cycle, including Reps. Angie Craig, Haley Stevens, Chris Pappas, and former North Carolina governor Roy Cooper.

Other progressives have urged candidates to align with the Jewish Democratic Council of America and J Street, groups whose policies often mirror the left’s softer line on Israel and routinely put it at odds with mainstream Jewish organizations.

At the same time, Democratic lawmakers are increasingly distancing themselves from the right-wing AIPAC, a break driven largely by disagreements over Gaza and continued U.S. military aid to Israel.

A YouGov poll from October showed that more than 70% of Democrats believe Israel is committing “genocide” in Gaza, while just seven percent hold a favorable view of Prime Minister Benjamin Netanyahu.
