The brothers arrested in Hebron on Monday night for a deadly drive-by shooting were Hamas operatives looking to relieve Israeli pressure on the terror groups in the Jenin area, sources in Hebron told the Tazpit Press Service.

Mohammed and Sarker Shantir were among 32 Palestinians arrested in Israeli counter-terror operations in Judea and Samaria overnight.

Batsheva Nigri, a kindergarten teacher and mother of three was killed on Monday when terrorists opened fire on a car in the Mount Hebron area. Injured in the attack was the driver, Aryeh Gottlieb, who is in serious but stable condition.

Palestinian sources in Hebron told TPS that Hamas operatives in Hebron are “waking up” under a Hamas decision to carry out more terror attacks in Southern Judea with the goal of relieving Israeli military pressure on Palestinian terror groups in Jenin and northern Samaria. Hamas is trying to build up its rocket-production infrastructure in the Jenin area with Iranian guidance.

The sources added that Sarker Shantir is a former prisoner and that Akram Shantir, the father of the two, has also been detained for questioning.

TPS sources in Hebron also dismissed a claim of responsibility by the Al-Aqsa Martyrs Brigades, which is aligned with the Palestinian Authority’s ruling Fatah party.

“This is not the first time that the organization takes responsibility for operations it did not carry out,” TPS was told. “This is within the framework of the competition between the Palestinian organizations for the heart of the street.”

The Israeli Security Cabinet on Tuesday decided to take the fight directly to Palestinian terrorists amid a wave of deadly attacks.

“The Security Cabinet made a series of decisions to target terrorists and those who dispatch them and authorized the prime and defense ministers to act on the matter,” the Prime Minister’s Office said in a statement.

“The forum supports the commanders and soldiers of the IDF and security services in their activities against the terrorist elements,” it added.

The statement did not elaborate on the measures to be taken.

This smaller forum of Cabinet members is designed to make quick and effective decisions in times of crisis.

The meeting was brought forward a week after Arab terrorists on Monday gunned down Batsheva Nigri, a 42-year-old mother of three, in a drive-by shooting near Hebron. Her 12-year-old daughter, who was sitting beside her, was unhurt.

Another individual, identified as Aryeh Gottlieb, was seriously wounded in the attack. Gottlieb is being treated at Beersheva’s Soroka Medical Center, where his condition has been stabilized.

On Saturday, a Palestinian terrorist shot and killed two Israelis in Huwara, located just outside Nablus (Shechem) in Samaria. Ashdod residents Silas Nigrekar, 60, and his son, Aviad Nir, 28, were shot at point-blank range at a car wash in the Palestinian village.

Earlier Tuesday, Israeli forces arrested two Palestinians suspected of involvement in Nigri’s murder.

The suspects, named as Mohammed and Sarker Shantir, were captured in Hebron along with the M-16 rifle believed to have been used in the attack.

As the Security Cabinet was taking place at the Prime Minister’s Office in Jerusalem, leaders of regional councils from Judea, Samaria and the Jordan Valley protested outside, demanding tougher action against rampant terrorism that has claimed the lives of 35 people since January.

“The situation is intolerable. We demand a change in the approach to security. The continued rise in murderous terror incidents shows the current approach has failed and should be changed quickly,” the council leaders said in a joint statement.

Netanyahu blamed Iran for the upswing in terrorism while visiting the site of the attack near Hebron on Monday.

“It must be understood that a considerable portion of this terrorist wave comes as a result of outside guidance. We are using means, and we will use yet more, both offensive and defensive, to settle accounts with the murderers and those who dispatch them, near and far,” the prime minister said.

While at the scene of a deadly attack near Hebron on Monday, Prime Minister Benjamin Netanyahu claimed that Iran is behind the ongoing terror wave in Judea and Samaria.

“We are in the middle of a terror wave that is being pushed, orchestrated, and funded by Iran and its proxies,” Netanyahu said.

Defense Minister Yoav Gallant noted the gravity of Iranian financial backing, explaining that it has led to an influx of weapons reaching Palestinians in the area.

He pointed to a harrowing terror attack earlier in the day in which Palestinian terrorists intercepted an Israeli vehicle near Beit Hagai Junction on Route 60, firing over 20 shots at it, resulting in the death of 40-year-old Batsheva Nigri and leaving Aryeh Gottlieb, the 39-year-old driver, critically wounded. Nigri’s six-year-old daughter watched the scene from the back seat of the car but remained unharmed.

Asserting Iran’s role in these attacks, Gallant said, “All these terrorist acts have Iran’s fingerprints on them, as they seek various avenues to inflict harm on Israelis.”

“We will track down the attackers and also implement further measures to guarantee the safety of Israel’s citizens and ensure that the culprits face consequences,” he vowed.

Netanyahu reaffirmed Israel’s commitment to security.

“We’ll intensify our offensive and defensive tactics to hold the terrorists accountable, as well as those who dispatch them, whether they are near or far,” he said.

Highlighting the importance of solidarity, the prime minister added, “I stand by all our commanders and troops who are tirelessly working to protect us. It’s crucial that we all support them.”

An Israeli woman was murdered in a terror shooting attack on Route 60, near Hebron, in Judea and Samaria on Monday morning. She was later identified as Batsheva Nigri, a 40-year-old kindergarten teacher and mother of three who hailed from Efrat.

According to Hebrew-language media, two Israeli motorists were struck by gunfire from a passing vehicle at the Beit Hagai junction, south of Hebron. Nigri died of her wounds several minutes after the shooting, while the man, 39, was listed as being in critical condition.

Miraculously, Nigri’s six-year-old daughter, who was sitting in the back seat, was not harmed physically.

The Magen David Adom emergency medical service treated the wounded at the scene, the group said in a media statement.

Security forces, including IDF troops, are engaged in a manhunt to locate the terrorists. The perpetrators apparently successfully fled the scene following the terror attack.

In footage circulating on social media from the scene, a long line of cars is stopped on a two-lane road near the shooting.

Heavily armed security forces are seen walking near a vehicle, which appears to be the car in which the victims were traveling.

“Our hearts go out together with the Ravid family,” said Efrat Mayor Oded Raviv. “There are no words that can express how great the pain is and how much the children who were already expecting to see the kindergarten teacher they loved so much will miss her.

“Together with all the council’s employees, we are working to support the family and provide pedagogical support for the children.”

“We send a warm embrace to the family of the victim at this difficult time and pray for the recovery of the injured driver,” said Gush Etzion Regional Council Mayor Shlomo Ne’eman.

“The terrorists act as a result of the hate education and funding from the PA, with the goal of massacring us. The government simply can’t continue down the path of the terrible Oslo agreements.

“We demand that the government of Israel and the IDF forces change course and act with all means at their disposal to deal a severe blow to the terrorist infrastructure and the terrorist PA. The supporters, the instigators, and the sponsors of terrorism can no longer continue with their daily routine. There is a war here and in a war one must behave accordingly,” he said.

The shooting on Monday morning comes after a string of terror attacks against Israeli civilians in in recent days.

On Saturday, an Israeli father and son were murdered in the Palestinian Authority-administered enclave of Huwara. The pair had reportedly traveled to the town to repair a car.

On Sunday evening, an Israeli motorist mistakenly drove into the PA town of Turmus Ayya. He was confronted by an angry mob and had to be extracted by the IDF.

The Israeli man was lightly wounded by a stone thrown at him by a local. A mob then set his car on fire.

“As the forces and the civilian left the town, a riot developed, during which several suspects threw a burning object and threw stones,” the IDF said in a statement.
