<p>May is over. Did you know it was <a href="https://worldisraelnews.com/trump-sets-aside-may-2017-jewish-american-heritage-month/" target="_blank" rel="noopener">Jewish American Heritage Month</a>?</p>
<p>If your answer is “no,” you’re far from alone. It was easy to miss. However, the State Department’s former antisemitism envoy is on a mission to change that, state by state.</p>
<p>“We have had for 42 years a period of presidentially declared, bipartisan, dedication to learning about and understanding Jewish contributions to the United States. What happens? Not much,” lamented Elan Carr, now a visiting fellow at the Heritage Foundation.</p>
<p>Carr served in the administration of Donald Trump from 2019 to 2021, focusing on combating and monitoring antisemitism.</p>
<p>“Why is there no [Jewish Heritage Month] curriculum in school districts? No PSAs [public service announcements]? No messaging?” asked Carr, who told JNS that while at the State Department, he started the process of developing such a program—together with the Conference of Presidents of Major Jewish American Organizations and other link-minded entities—before Trump’s term ended.</p>
<p>He said it’s all part of his mission to broaden philosemitism—an affection for the Jewish people—as the accepted opposite of antisemitism, rather than just simply tolerance.</p>
<p>Carr said he has taken note that several organizations, including some he’s worked with, have the same lines of effort, such as securing Jewish communities and assets; labeling antisemitism through the adoption of the International Holocaust Remembrance Alliance (IHRA)’s working definition; dealing with and countering metastatic hate on the Internet and social media; condemning antisemitic movements; and prosecuting hate crimes.</p>
<p>“It occurred to me that all of these measures all inherently defensive. And while you need a good defense, you can’t ever win by only playing defense. So, the question is: How do we go on the offense?” he posed.</p>
<p>“The best way is to turn the tables completely on Jew-hatred is to drive a narrative that inculcates the appreciation of and respect for the remarkable Jewish story that has brought so much to Western civilization,” replied Carr, who worked with the German government on the launch of a 2021 pilot program commemorating 1,700 years of Jewish history in Germany.</p>
<p>He said that Germans were largely unaware not just of the individual accomplishments of Jewish Germans, but how deeply Jewish contributions are woven into the very fabric of German culture and life.</p>
<p>Carr told JNS that he sees a good deal of the same in the United States, but—while noting his belief that America is the most naturally philosemitic country in the world outside of Israel—feels the road to increasing philosemitism can be more easily constructed and, in some sense, is already being paved.</p>
<h2>‘We need to double down on this’</h2>
<p><a href="https://worldisraelnews.com/trump-proclaims-may-jewish-american-heritage-month/" target="_blank" rel="noopener">Jewish American Heritage Month</a> was declared by President George W. Bush in 2006. Prior to that, there was a Jewish American Heritage Week dating back to its creation by President Ronald Reagan in 1981.</p>
<p>“We had three states declare their own Jewish American Heritage Month: Nebraska, Florida and Virginia. A declaration is just the beginning, though. Next year, the idea will be to have a full-fledged messaging campaign for adults and a curriculum in the schools. The rubber meets the road at the state level when it comes to policies like law enforcement and schools. If we get the states engaged, it can be game-changer,” said Carr.</p>
<p>Yet there is a flip side to that argument. With incidents of antisemitism on the rise, there can be an instinct, especially among Jews who are not visibly identifiable as such, to want to fade into the background rather than put their Jewish pride on display. This can be especially so on American college campuses, which have largely become a hotbed for anti-Israel and antisemitic activity, often with tacit administrative approval.</p>
<p>Carr said that a Jewish heritage program, properly executed can find ways to highlight the extraordinary contributions of Jews to America without displaying overt exceptionalism that can feed into antisemitic stereotypes.</p>
<p>“I’ve been involved in campus life for 30 years, and I’ll tell you, Jews with no Jewish identity want to turn and escape from antisemitism. Jews who have some degree of Jewish identity want to stand up and fight. We need to double down on this. We need to stand up and be proud of who we are—not in a way that is haughty and arrogant and off-putting. This should be a matter of pride for Jews as Americans,” he said.</p>
<p>“Our whole history has been exceptional, even the bad,” he continued. “Even antisemitism is exceptional among hatred. It is breathtaking in its ubiquity, in its unquenchable thirst. What do we do with it? The Jewish answer is to understand who we are, what we mean to the world and shout it from the rooftops.”</p>

<p>Former Florida Governor Jeb Bush launched his White House bid on Monday, which was months in the making, with a vow to win the Republican presidential nomination on his own merits and stay true to his beliefs. In doing so, he joined a crowded primary contest.</p>
<p>Bush is unquestionably one of the top-tier candidates in a large Republican field of 11 major candidates that lacks a true front-runner. Wisconsin <a href="https://worldisraelnews.com//gov-scott-walker-republican-presidential-hopeful-off-to-israel/" target="_blank">Gov. Scott Walker</a>, Ohio Gov. John Kasich and Donald Trump are among those still deciding whether to join a field that could end up just shy of 20 candidates.</p>
<p>For Bush, the 2016 Republican contest will test both his vision of conservatism and his ability to distance himself from family.</p>
<p>&#8220;Not a one of us deserves the job by right of resume, party, seniority, family, or family narrative. It&#8217;s nobody&#8217;s turn,&#8221; Bush said during his campaign launch, confronting critics who suggest he simply seeks to inherit the office already held by his father and brother. &#8220;It&#8217;s everybody&#8217;s test, and it&#8217;s wide open — exactly as a contest for president should be.&#8221;</p>
<p>Neither his father, former President George H.W. Bush, nor his brother, former President George W. Bush, attended Monday&#8217;s announcement. The family was represented instead by Jeb Bush&#8217;s mother and former first lady, Barbara Bush, who once said that the country didn&#8217;t need another Bush as president, and by his son George P. Bush, recently elected Texas land commissioner.</p>
<p>Before the event, the Bush campaign came out with a new logo — Jeb — that conspicuously leaves out the Bush surname.</p>
<p>Bush sought to turn the prime argument against his candidacy on its head, casting himself as the true Washington outsider while lashing out at competitors in both parties as being part of the problem. He opened his campaign at a rally near his south Florida home at Miami Dade College.</p>

<p>&#8220;We are not going to clean up the mess in Washington by electing the people who either helped create it or have proven incapable of fixing it,&#8221; he stated.</p>
<p>That was an indirect but unmistakable swipe at Republican presidential rivals in the Senate. Among them are his political protégé, Florida Senator <a href="https://worldisraelnews.com//us-senator-marco-rubio-announces-2016-presidential-candidacy/" target="_blank">Marco Rubio</a>, as well as Senators <a href="https://worldisraelnews.com//us-senator-ted-cruz-announces-running-president/" target="_blank">Ted Cruz</a> of Texas and <a href="https://worldisraelnews.com//us-senator-rand-paul-announces-presidential-bid/" target="_blank">Rand Paul</a> of Kentucky.</p>
<p>Paul commented Monday  that there&#8217;s &#8220;Bush-Clinton fatigue&#8221; in America. &#8220;I think some people have had enough Bushes and enough Clintons,&#8221; he said in an interview with <em>The Associated Press</em>.</p>
<p>Former Secretary of State <a href="https://worldisraelnews.com//hillary-clinton-launches-2016-presidential-campaign/" target="_blank">Hillary Rodham Clinton</a> is the clear favorite in the Democratic contest, setting up the possibility of another Bush-Clinton race following her husband Bill Clinton&#8217;s victory over President George H.W. Bush in 1992.</p>
<p>In a jab at Clinton, Bush said, &#8220;The presidency should not be passed on from one liberal to the next.&#8221;</p>
<p>Bush joins the race in some ways in a commanding position, in part because of his family connections and support from the party establishment that has enabled him to raise what may be a record amount of money at this stage to support his candidacy.</p>
<p>On other measures, early public opinion polls among them, he has yet to break out, particularly in the early voting states of Iowa and New Hampshire.</p>
<h2>Sticking to his guns</h2>

<p>In the past six months, Bush has made it clear that he remains committed to his core beliefs in the campaign to come — even if his positions on immigration and education standards are deeply unpopular among the conservative base of the party that plays an extensive role in Republican primaries.</p>
<p>Mark Meckler, a leader of the ultraconservative tea party movement, said Bush&#8217;s positions on education and immigration are &#8220;a nonstarter with many conservatives.&#8221;</p>
<p>Yet a defiant Bush has shown little willingness to placate his party&#8217;s right wing. Bush, whose wife is Mexican-born, addressed the packed college arena in English and Spanish, an unusual twist for a political speech aimed at a national audience.</p>
<p>He aimed his message on Monday at the broader electorate that will ultimately decide the November 2016 general election. Minority voters, in particular, have fueled Democratic victories in the last two presidential elections.</p>

<p>Bush responded by departing from his prepared remarks: &#8220;Just so that our friends know, the next president of the United States will pass meaningful immigration reform, so that will be solved — not by executive order.&#8221;</p>
<p>He prefers creating a path to legal status for the millions of immigrants now living in the country illegally as part of an overhaul, rather than a path to US citizenship as Clinton has advocated.</p>
<h2>A close friend of Israel</h2>
<p>Regarding Israel, Bush would be considered a favorable choice for Israel.</p>
<p>Speaking to <em>ID</em><em>F Radio</em>, Jay Lefkowitz, who is considered one of Bush&#8217;s confidants and served the two previous Bush presidents, said that he would be a very friendly president to Israel. &#8220;In his policies vis-à-vis the US-Israel relations, he will of course be a lot like his brother. He is not at all like Obama.&#8221;</p>
