The Knesset passed on Monday the final reading of the law to revoke National Insurance benefits to Arab-Israeli terrorists.

Until now, convicted terrorists who were either citizens or residents of Israel could receive a long list of benefits from the government that included unemployment and disability insurance, nursing care, maternity and child allowances, study grants and pensions.

A wife could also be eligible for income support throughout her husband’s imprisonment, even though he had been involved in committing a terror attack.

These disbursements could add up to thousands of shekels per month for terrorists and their families.

The bill stipulates the complete denial of all benefits to those who have been convicted of murder, attempted murder, and other serious terrorist offenses. These include active membership in a terrorist organization, possession of, or trade in weapons and their accessories, and espionage or contact with an enemy.

Wives of such criminals will also be ineligible to receive any governmental support while the perpetrator was in prison. Those detained on suspicion of terrorist activity will have their benefits withheld.

Coalition Chairman Ofir Katz (Likud), who ushered the bill through the Knesset, expressed satisfaction with its passage.

“The situation where a terrorist who murdered a Jew would receive money from the State of Israel is delusional and incomprehensible,” he said. “We have put an end to the madness. My important bill passed, and a terrorist will not see a single shekel from the State of Israel.”

While preparing the bill, MK Yulia Malinovsky (Yisrael Beiteinu), one of the co-authors, presented intelligence agency data that there were 33 pension beneficiaries accused of terrorist offenses detained in Israel. “You can’t try to kill us and continue to receive a pension at the expense of Israeli citizens,” Malinovsky pointed out.

The person being denied benefits can appeal the National Insurance revocation in court. The bill is an amendment of an existing law that significantly reduced the provision of benefits to terrorists 12 years ago.

According to a report by the Israeli Kan broadcaster in 2022, the previous law already stated that children or widows of terrorists killed in a terrorist attack are not entitled to survivors’ benefits or state pensions, and terrorists injured in attacks they committed would not receive disability allowances.

An anti-government protester spat on Likud MK Ofir Katz at a conference in the northern Israeli city of Afula, before threatening to put Katz “in front of a firing squad,” the Arutz 7 news site reported on Sunday.

This incident prompted a police complaint.

Likud minister May Golan also arrived in Afula, under heavy security. Golan claimed that she was attacked by protesters wielding wooden poles and threatening her. In response, Golan stepped outside, waving a Likud flag and shouting, “Am Yisrael Chai” (the people of Israel live).

On the other side of the coin, the Shin Bet security agency has expressed growing concern over the escalating threats directed at Supreme Court President Esther Hayut and Attorney General Gali Baharav-Miara, Channel 13 reported.

The Shin Bet’s situational assessment links the surge in incitement cases to comments made by ministers and coalition members against the judiciary and legal institutions.

Citing high-ranking law enforcement sources, the report warns, “The day is not far when blood may be shed.” Rather than working to deescalate the situation, ministers and coalition members are intensifying it with extreme and dangerous remarks, the report said.

Israel’s governing coalition will pass legislation this week in the Knesset to strip the citizenship of terrorists and expel them from the country, Prime Minister Benjamin Netanyahu said on Sunday.

The prime minister’s declaration comes after six-year-old Yaakov Israel Paley and 20-year-old Alter Shlomo Lederman were murdered on Friday when they were run over by an Arab-Israeli car-ramming terrorist in Jerusalem’s Ramot neighborhood. Eight-year-old Asher Menachem Paley, Yaakov’s brother, died over Shabbat from wounds sustained in the attack.

Three others, including the boys’ father, were moderately injured and are currently being treated at Jerualem hospitals.

“This week, we will pass in the Knesset the proposal of MK Ofir Katz to revoke the citizenship of terrorists and expel them. I say it again because this is our policy: A proper response to terrorism is to strike at it forcefully and further deepen our roots in our land,” said Netanyahu at the weekly Cabinet meeting.

“Therefore, the Security Cabinet will convene today to prepare for a more wide-ranging operation [against] those who carry out terrorism, and their supporters, in eastern Jerusalem and in Judea and Samaria, while avoiding—as much as possible—harm to those who are not involved,” he added.

Among the measures being considered are seizing assets belonging to the families of terrorists, erecting barriers against vehicles at bus stops and additional security checkpoints between predominantly Arab and Jewish neighborhoods in the capital, and a general crackdown on online incitement.

Following Friday’s attack, National Security Minister Itamar Ben-Gvir called for a major operation in eastern Jerusalem in the vein of the IDF’s 2002 “Operation Defensive Shield,” which was launched during the Second Intifada to uproot terrorist infrastructure in Palestinian urban areas across Judea and Samaria.

However, a senior government official said that Ben-Gvir lacked the authority to approve such a decision, which would need to be made by the Security Cabinet.

“In recent days we have once again seen the immense difference between the brutality of our enemies and the humanity of our people. Our enemies murder young children in Jerusalem and celebrate their murder while we are rescuing young children in Turkey and praising their rescue,” said Netanyahu in reference to the IDF’s ongoing mission in Turkey that has saved the lives of 19 people so far following last week’s devastating earthquakes.

“We all pray for the well-being of those who were wounded, including the father of Yaakov and Asher, who remains hospitalized. I commend the action of the police officers who eliminated the terrorist at the scene and thereby prevented an even worse attack,” said the premier.

Terrorist Hussein Karaka, 31, a resident of the Issawiya neighborhood in eastern Jerusalem, was shot and killed during the attack.

Karaka’s social media accounts include posts hailing terrorism against Israelis, for example, a Facebook post last August praising Palestinian Islamic Jihad leader Ziad Nakhaleh.

Police on Sunday morning sealed the home of Karaka’s parents in eastern Jerusalem’s A-Tur neighborhood on the Mount of Olives.
