Former Navy sailor among suspects charged in ISIS support plot

One of the suspects in the plot said he wanted to behead a female American soldier.

Three men, including a former U.S. Navy sailor, were arrested for allegedly plotting to support the Islamic State and discussing potentially traveling abroad to join the terror group, according to federal authorities.

A Department of Justice press release identified the suspects as Bisaam Ghafoor, 21, of Leawood, Kansas; Elias Shamsaldeen, 21, of Porterville, California; and Bereen Dzayee, 25, of Lakeside, California.

According to a criminal complaint, the men conspired from approximately February 2025 through June 2026 to provide support to ISIS through a series of schemes that included money laundering via cryptocurrency.

Federal prosecutors allege that the suspects provided $2,000 to an individual they believed was an ISIS operative to help support the terrorist organization in procuring weapons, which were intended to be used against U.S. troops.

The three men “communicated about several plans to support ISIS, including through the provision of personnel, services, and money…through Discord chats, voice calls, and other messaging platforms,” the Department of Justice statement said.

“The defendants exchanged messages in social media groups promoting violence in furtherance of ISIS,” the statement added.

“These subjects allegedly swore allegiance to ISIS, plotted multiple attacks, and even targeted U.S. service members,” FBI Director Kash Patel said in a press release.

According to the Department of Justice, Ghafoor expressed a desire to murder a female soldier via decapitation. In a separate message, he reportedly said, “I wish I could kill 300,000,000 Americans.”

Pentagon officials confirmed reports that Dzayee had served in the U.S. Navy, though he appears to have been discharged after roughly one year of service.

Neighbors of Dzayee said the FBI raid on his family’s home came as a surprise in the otherwise quiet suburban community.

Speaking to local outlet NBC 7, an anonymous neighbor described the family as reserved and said Dzayee “doesn’t really speak to folks around here.”
