Israel is prepared to extend immunity to senior Hamas leaders who remain alive, according to a report by Kan News on Friday evening.
The measure would form part of the framework advanced by US President Donald Trump to end the war in Gaza.
An Israeli source cited in the report said the immunity clause is being examined “to provide something relevant to Hamas leadership.”
The offer would apply to top figures who surrender their weapons and leave the Strip.
The idea comes within Trump’s 21-point plan, which places the release of all hostages at its center. Under the outline, captives would be freed within 48 hours of signing in exchange for between 100 and 200 terrorists serving life sentences.
Trump said on Friday that negotiations are “very close,” while Prime Minister Benjamin Netanyahu pledged that Israel would not halt the war until Hamas is dismantled.
So far, it remains unclear whether Hamas has been presented with the plan, which is being discussed with Israel and Arab states.
Sources involved in the talks say the terrorist organization has sent mixed signals through mediators in Qatar.
Beyond the hostage deal and immunity offer, the proposal includes a phased Israeli withdrawal, a permanent ceasefire, and the disarmament of Hamas under Arab and international supervision.
An interim Arab-led authority would manage Gaza until the Palestinian Authority assumes control.
Reports also suggest that former British Prime Minister Tony Blair could head a temporary international administration to oversee reconstruction and governance.
The plan rules out forced displacement, prohibits Hamas from future political involvement, and tasks the United Nations with coordinating humanitarian aid.
While it does not endorse Palestinian statehood, it acknowledges it as a Palestinian aspiration.
Trump and Netanyahu are expected to discuss the plan in detail during their meeting at the White House on Monday.
