Report: Top international human rights groups infiltrated by Hamas

Report by watchdog group claims Hamas has infiltrated some of the world’s most prominent humanitarian organizations, using them to promote its agenda.

A number of prominent international humanitarian organizations have been infiltrated by Hamas and are being manipulated to serve the terror group’s agenda, according to a new report published by an independent watchdog group.

On Wednesday, the organization NGO Monitor released a report entitled “Puppet Regime: Hamas’ Coercive Grip on Aid and NGO Operations in Gaza,” documenting direct coordination between Hamas and non-profit groups including Doctors Without Borders (MSF), Oxfam, Save the Children, and the Norwegian Refugee Council.

The 53-page report cites internal Hamas documents dating from 2018 to 2022 which were seized by the IDF during the war in Gaza and later declassified.

The Hamas memos reveal that a number of international NGOs which operated in Gaza worked closely with the Hamas regime.

The NGOs in question appointed local Hamas-approved “guarantors” to serve as liaisons between the humanitarian groups and the Hamas regime, the report said, with many of the guarantors either officially members of the terror group or closely affiliated with it.

The report further accuses the organizations of effectively allowing Hamas to use their humanitarian operations as cover for what the terror group dubbed “resistance activities.”

The authors assert that many international and humanitarian NGOs in Gaza cannot be considered neutral or independent. Rather, they have been “embedded in an institutionalized framework of coercion, intimidation, surveillance, and exploitation” under Hamas control.

In addition, NGOs referenced in the report allegedly acquiesced to Hamas efforts to use the flow of humanitarian aid prior to 2023 for its own benefit.

The report, NGO Monitor said in a statement Wednesday, “proves that Hamas controls all humanitarian operations in Gaza, on an institutional level and an individual one. There is no NGO freedom of operation in Gaza.”

“And most crucially, never once did NGOs say anything about this Hamas infiltration. If anything, they issued statements blaming their inhibited operations on Israel – thus ignoring the problem and allowing Hamas to continue harming Gazans.”

“This research is timely and highly consequential,” said Prof. Gerald Steinberg, founder and president of NGO Monitor.

“Governments and international organizations are planning to provide billions of dollars for the rebuilding of Gaza, and will partner with numerous NGOs to reconstruct infrastructure, provide municipal services like utilities and education, and probably distribute cash payments. We now know which NGOs and their local affiliates have been propping up the Hamas terror regime.”
