A British Jewish organization has criticized a report produced by a Muslim police group in the United Kingdom that described Zionism as a form of anti-Muslim hatred and referred to the Israel Defense Forces as a “Zionist terrorist group.”
The Board of Deputies of British Jews described the report as “disturbing” and raising concerns about its circulation within British law enforcement.
“If this is being circulated among officers, it poses a direct challenge to the integrity of policing and it should be withdrawn immediately,” the group said.
The report was authored by Khaldoun Kabbani, then vice president of the National Association of Muslim Police (NAMP), and published in July 2025.
The 39-page paper, titled “From Past Prejudices to Present Policies: Confronting anti-Muslim hatred and Promoting Human Rights,” argues that “Zionism represents one of the manifestations of anti-Muslim hatred.”
The document also compares the war in Gaza to the Holocaust and challenges accounts of Hamas’ Oct. 7, 2023, attack on Israel, including reports that Israeli children were killed.
Attention was drawn to the report after The Spectator published an article on Friday examining its contents.
The right-wing British newspaper wrote that the document revealed “the disturbing truth about the National Association of Muslim Police.”
NAMP subsequently sought to distance itself from the publication. In a statement, the organization rejected claims that it “supports Hamas.”
The report has generated scrutiny because of NAMP’s links to police forces across the United Kingdom. The organization maintains a formal affiliation with 16 of the country’s 43 police departments and says it represents more than 20,000 officers.
The Board of Deputies of British Jews said the contents of the paper raise concerns about its potential influence if it is being distributed among serving police personnel.
