Pakistan-born British citizen Khuram Butt, one of the three terrorists who carried out the London Bridge attack, was seen praying with a black ISIS flag at a British park in a 2016 documentary aired on Channel 4 in Britain, called The Jihadist Next Door. He was also reported to the UK’s anti-terror hotline, but was never arrested.
