Israeli citizen Naama Issachar remains in a Moscow jail over 9.5 grams of marijuana. But nothing happens to Russian oligarchs who invest hundreds of millions in the cannabis industry in contravention of Russian law, Israeli newspaper Makor Rishon reports on Wednesday.
