Qatar has effectively “conquered the West” and is laying the groundwork to restore the Islamic empire, according to Dr. Udi Levy, former head of the Mossad’s Economic Warfare Division.
Levy made the remarks Wednesday at the International Institute for Counterterrorism’s annual conference at Reichman University.
Levy argued that Qatar’s success lies not in military action but in undermining decision-making processes in rival states.
“Conquest does not necessarily mean taking over territory; conquest is also the ability to paralyze your enemy’s decision-making processes. And this is exactly what Qatar is succeeding in doing,” he said.
He said Doha has invested heavily in cultural, social, and economic infrastructure to influence public opinion across the globe, aligning with the Muslim Brotherhood’s doctrine of restoring an Islamic empire.
“Qatar has built, is building, and will continue to build every possible infrastructure to change the West culturally, socially, and economically,” Levy told participants.
According to Levy, Qatari networks have penetrated universities, media outlets, corporations, banks, and even sports institutions.
“They run a global propaganda network that has entered every home across the globe,” he said. Qatar has “bribed every leader and every actor who could help advance their interests” while neutralizing opposition.
Levy further alleged that Qatar was directly responsible, alongside Iran, for the October 7 attacks.
He argued that Israel missed an opportunity to pressure Doha in the immediate aftermath.
“If on October 8 Israel had announced that Qatar had 48 hours to secure the return of the hostages, world opinion would have responded differently,” he said.
He also criticized Israeli policy toward Qatar, particularly allowing Qatari funds into Gaza and granting Doha a role as mediator.
“Documents found in Gaza show how Qatar deceived everyone for years,” he said, lamenting that these materials have not been made public.
Levy said that Qatar also misled Washington and even President Donald Trump, seeking to undermine the Abraham Accords while cultivating influence inside Israel.
Levy concluded with a call for a new Western strategy toward Qatar. “Choose between the open door of the West and your involvement in efforts to undermine all of its values,” he urged.
