US-Iran deal released: Iran gets sanctions relief and $300 billion for reconstruction

The second phase of the deal focuses on Iran’s nuclear program and negotiating a broader final agreement within 60 days.

The US released the full text of the Memorandum of Understanding (MoU) between the United States and Iran, which outlines a framework for ending hostilities, restoring commercial activity, addressing Iran’s nuclear program and negotiating a broader final agreement within 60 days.

The 14-point document begins with a declaration of the “immediate and permanent termination” of military operations between the United States, Iran, and their allies. The ceasefire applies across all fronts, including Lebanon, and commits both sides to refrain from future military action or threats of force against one another. The agreement also affirms Lebanon’s territorial integrity and sovereignty.

Under the framework, Washington and Tehran pledge to respect each other’s sovereignty and avoid interference in each other’s internal affairs. Both sides agree to negotiate a final accord within 60 days, with the option of extending talks by mutual consent.

Several provisions focus on maritime security and trade. The United States agrees to begin lifting its naval blockade immediately and to remove it completely within 30 days.

Iran, in turn, commits to facilitating the safe passage of commercial vessels through the Persian Gulf and the Strait of Hormuz without charge for 60 days. Tehran also agrees to conduct demining operations and begin discussions with Oman and other Gulf states on the future administration of the waterway.

A major economic component of the MoU calls for the United States and regional partners to develop a reconstruction and economic development plan worth at least $300 billion for Iran. The document states that implementation mechanisms will be finalized during negotiations on a final agreement.

The agreement also outlines a path toward lifting sanctions. Washington commits to pursuing the termination of U.N., IAEA and U.S. sanctions under a mutually agreed schedule as part of a final deal.

The United States would also issue waivers allowing exports of Iranian oil and petroleum products and make frozen Iranian assets available for use under agreed procedures.

On the nuclear issue, Iran reaffirms that it “shall not procure or develop nuclear weapons.” The two sides agree to negotiate the disposition of Iran’s stockpile of enriched material, with a minimum requirement that it be downblended under the supervision of the International Atomic Energy Agency. Broader questions involving enrichment and Iran’s future nuclear needs would be addressed in the final agreement.

Pending completion of a final deal, Iran would maintain the current status of its nuclear program, while the United States would refrain from imposing new sanctions or deploying additional forces to the region.

The memorandum also establishes a monitoring mechanism to oversee implementation and future compliance. Once negotiations are completed, the final agreement will be endorsed through a binding United Nations Security Council resolution.
