Inside the Trump administration’s proposed nuclear deal

US pushing for 20-year moratorium on uranium enrichment and the transfer of all enriched nuclear material out of Iran. But will it meet Israel’s conditions for ending the war?

The United States has presented Iran with a proposal that would require Tehran to halt uranium enrichment for up to 20 years, transfer all enriched nuclear material out of Iranian control and dismantle key nuclear facilities, according to a report published by The Wall Street Journal.

The draft deal would require Iran to formally declare that it is not seeking nuclear weapons, dismantle nuclear facilities at Fordo, Natanz and Isfahan, accept a ban on underground nuclear work and submit to on-demand inspections.

The plan also calls for automatic penalties for violations. “These are our red lines,” US officials were quoted as saying.

Under the proposal, Iran would gradually reopen the Strait of Hormuz as the United States eases its naval blockade of the Islamic Republic, with a full reopening to come under a final agreement. Most sanctions relief would be tied to Iran’s implementation of the deal rather than its signing, though some frozen assets could be released at the outset.

The proposal does not include demands addressing Iran’s ballistic missile program or its support for proxy groups across the Middle East, according to Israel Hayom.

That omission is a central concern for Israeli officials, who fear Washington may pursue a “thin” nuclear deal that leaves Iran’s missile program and regional network intact.

Prime Minister Benjamin Netanyahu said Wednesday that Israel and the United States remain in close coordination, but he made clear Israel’s core demands.

“There is full coordination between us, there are no surprises,” Netanyahu said. “We share common goals, and the most important goal is removing the enriched material from Iran, all the enriched material, and dismantling Iran’s enrichment capabilities.”

He added that Israel was preparing for all outcomes.

“President Trump believes he can achieve this one way or another. We, however, are prepared for every scenario, and that is my directive to the Israel Defense Forces and to our security agencies as well,” Netanyahu said.

Israel’s red lines include the removal of all enriched uranium from Iranian territory and the dismantling of Iran’s enrichment capabilities. Jerusalem views those demands as non-negotiable while also seeking to preserve freedom of action if Iran renews threats in the future.

Reuters reported Wednesday that Trump said Iran “want[s] to make a deal” and that talks were continuing. “We’re doing very well in Iran. It’s going very smoothly, and we’ll see what happens,” Trump said. “They want to make a deal, they want to negotiate.”

Iran has said it is still reviewing the latest US proposal. The emerging diplomatic track follows reports that Washington and Tehran are moving toward a short memorandum that would end the war while leaving some of the most difficult nuclear and security issues for further talks.
