Israel releases damning report linking international NGO to Hamas, Islamic Jihad

“Weaponizing humanitarian credibility for terror” – Report alleges systemic ties between the Doctors Without Borders organization and Gaza terrorist groups including Hamas and Palestinian Islamic Jihad.

The Israeli government on Monday released a report accusing an international humanitarian organization of colluding with Gaza terror groups including Hamas and Palestinian Islamic Jihad.

The report was prepared by the Diaspora Affairs Ministry and alleged systemic ties between Médecins Sans Frontières (MSF / Doctors Without Borders) and terrorist organizations in Gaza.

According to Israel, MSF’s actions went beyond a failure to maintain neutrality during the war between Israel and Hamas, and included frequent cooperation with Hamas-linked operatives, amplification of their narratives, and dissemination of false accusations against Israel.

As part of the group’s alleged cooperation with Hamas, MSF promoted false accusations of genocide in the Gaza war, along with fabricated claims war crimes.

MSF used its humanitarian branding, according to the 25-page report, to shield terror infrastructure and embed militant activity within civilian environments, while also lending credence to war time propaganda pushed by Hamas and other terror groups.

“The investigation exposes a troubling pattern of an international NGO that abandoned neutrality and became part of a coordinated propaganda and influence operation serving Hamas and allied extremist actors,” said Amichai Chikli, Minister of Diaspora Affairs.

“This is not humanitarian work. It is the weaponization of humanitarian credibility in the service of terror.”

The report points to a pattern of close cooperation with Hamas and other groups, beyond the documented cases in which terrorists active in Palestinian Islamic Jihad and Hamas were employed by MSF.

On Sunday, Israel’s Foreign Ministry presented evidence that two officials employed by MSF in Gaza – both of whom were later killed by the IDF – were members of Gaza terror groups.

One of the two, Hamdi Abdelatif al-Shalfouh, worked at MSF while also serving as a Hamas sniper.

Days earlier, the group NGO Monitor identified four MSF staffers with known ties to terror groups, including senior Popular Front for the Liberation of Palestine (PFLP) terrorist Mahmoud Abu Nujaila; Mazab Bashir, who had plotted the assassination of an Israeli prime minister; and Hani Majdalawi, who had fired at Israeli troops.

In the Diaspora Ministry report, Israel accused MSF of intentionally withholding information on its staffers, despite its history of employing known terrorists, suggesting the organization is actively working to conceal its cooperation with terror groups.

This pattern was consistent across all four branches of MSF, the report found.

The report noted that the organization also openly promotes clearly political agendas against Israel which fall outside of the purview of a humanitarian organization.

For example, the authors found that MSF France’s official publications “reflect an
explicit organizational agenda promoting political boycotts and arms embargoes
against Israel.”

“These include public calls for France to halt military support and ensure no French weapons or ammunition are used by the IDF—demands aligned with BDS arms embargo campaigns.”

MSF hosted fundraiser events in which the anti-Israel Boycott, Divestment and Sanctions movement was actively promoted.

“The combination of arms embargo calls and public support for BDS events demonstrates a clear intersection between humanitarian activity and political boycott messaging, contrary to the
neutrality expected of humanitarian organizations.

The report backed the expulsion of the group from Israeli territory, barring its members from operating inside Israel.
