Secret documents reveal Iran’s plan to crush dissent

The core of the revelation lies in a “top secret” directive from the Supreme National Security Council.

According to internal Iranian regime documents obtained by the National Council of Resistance of Iran (NCRI) and reviewed by Fox News Digital, the lethal crackdown on last month’s nationwide uprising was not a spontaneous reaction.

Instead, the files reveal a meticulously pre-planned military operation sanctioned years in advance by Supreme Leader Ali Khamenei.

These leaked files expose a sophisticated “suppression blueprint” designed to crush dissent through a tiered escalation of force, mass surveillance, and strategic internet blackouts.

Alireza Jafarzadeh, the NCRI’s deputy director in Washington, said during a Tuesday briefing that these documents were secured by opposition-linked networks with deep ties inside the regime’s security apparatus.

The core of the revelation lies in a “top secret” directive from the Supreme National Security Council, originally drafted in March 2021.

The files indicate that the regime spent years codifying a response to civil unrest that established four specific security “conditions.” Under this framework, command authority transitions from local police to the Islamic Revolutionary Guard Corps (IRGC) once protests reach a critical mass.

This exact strategy was activated with lethal precision during the January 2026 protests, which erupted amid a collapsing currency and skyrocketing inflation.

As demonstrations spread, the IRGC assumed total control on January 8, leading to a staggering human toll that human rights monitors are still struggling to fully quantify.

The documents further reveal that the widespread internet blackouts imposed by the Ministry of Communications were a pre-authorized “information blockade” designed to shield IRGC operations from international scrutiny.

While the Iranian government has officially cited a death toll of approximately 3,100, reports from the Human Rights Activists News Agency (HRANA) currently confirm more than 6,800 deaths, with thousands of additional cases under investigation.

Other estimates indicate that as many as 43,000 people have been killed since protests began on December 28.

Beyond the immediate violence, a separate 129-page “Comprehensive Security Plan of Tehran” from 2024 reveals that the IRGC’s Sarallah Headquarters had already pre-identified activists and the families of dissidents as “level one” threats for preemptive monitoring.

The revelations come amid sharp warnings from the United States. In early January, U.S. President Donald Trump said Washington was closely monitoring Iran’s response to protests.

“We are watching it very closely,” Trump said. “If they start killing people like they have in the past, I think they are going to get hit very hard by the United States.”
