Mediators from Turkey, Qatar, and Egypt reportedly presented the US and Iran with a framework for an agreement with a three-year hiatus on uranium enrichment, limits on aid to terrorist proxies, and the signing of a non-aggression pact.

Mediators from Turkey, Qatar, and Egypt have drafted a framework for talks between the US and Iran slated to begin Friday, according to a report by Al Jazeera published Thursday.
The report, citing two sources with knowledge of the negotiations, said that mediators developed a proposal for a compromise agreement between the US and Iran, centered on five key points.
The first two points in the draft address the nuclear issue, while U.S. demands that Iran limit its ballistic missile program and halt its support for terrorist proxy groups are addressed in the third and fourth clauses.
Under the proposed agreement, Iran will agree to a three-year moratorium on uranium enrichment, after which Iran will be permitted to resume uranium enrichment operations for scientific and civilian energy generation purposes, with enrichment levels capped at 1.5%.
Iran’s existing stockpile of highly enriched uranium will be transferred to a third-party country, similar to the arrangement reached under the 2015 nuclear deal.
The proposed deal does not prohibit Iran from financially supporting its proxies, including Hezbollah and Hamas, but would bar Tehran from arming them or transferring technology to them.
Notably, the proposed framework would not restrict Iran’s development of ballistic missiles or limit its missile arsenal. Instead, Iran would only be required to commit to not initiating the use of ballistic missiles.
In addition, the proposal calls for the signing of a non-aggression pact between the US and Iran.
The draft has been presented to both countries, the report said, though neither country has yet to respond to the proposal.
