The network also tried to take control of municipal activities in Hebron and manage the activities of charitable institutions in the city.The network was led by Nazar Shehada and Faris Abu Serah, well-known senior Hamas operatives who served various prison sentences for Hamas activities. The committee was led by Dina Karmi, widow of Nashaat Karmi, the terrorist who perpetrated a 2010 attack in which four civilians were murdered and who was killed in an exchange of fire with security forces. Abu Serah and Shehada operated behind the scenes and issued instructions to the women on carrying out operations in the field.
