The truth slips out: Abbas confirms ‘Pay-for-Slay’ lives on

Mahmoud Abbas acknowledged that the Palestinian Authority is still making payments to imprisoned terrorists and their families, despite previous claims the controversial system had been abolished under international pressure.

Speaking at Fatah’s General Conference, Abbas criticized Israel for withholding Palestinian tax revenues and openly stated that the funds are needed to cover salaries, expenses, and payments to “prisoners.”

The remarks have reignited scrutiny over the Palestinian Authority’s long-running “Pay-for-Slay” policy, under which Palestinians convicted of attacks against Israelis — including deadly terror attacks — receive financial stipends, along with support for their families.

Israel has long argued the policy encourages terrorism and has used it to justify withholding portions of the tax revenues it collects on behalf of the Palestinian Authority.
