President Donald Trump offered “Trump 2028” hats to Senate Minority Leader Chuck Schumer and House Minority Leader Hakeem Jeffries during a September 29, 2025, Oval Office meeting aimed at averting a government shutdown. The two men declined to take the caps.

The bipartisan negotiations, which also included House Speaker Mike Johnson and Senate Majority Leader John Thune, ultimately failed to produce an agreement on federal funding ahead of the September 30 deadline.

The lapse triggered a partial shutdown that furloughed nonessential workers and closed services, including national parks.

After the meeting, Trump walked the leaders outside to the newly installed wall of former presidents.

The display notably includes an autopen-signed portrait in place of President Joe Biden’s, which Trump pointed out, asking the others if they liked it.
