Report: Hamas potentially agrees to transfer of weapons revised disarmament framework

Palestinian factions meeting with mediators in Cairo have reached an agreement in principle on a draft framework addressing the future of armed groups in Gaza, including a proposal involving the transfer of weapons from Hamas under specific conditions, Al Arabiya reported.

According to Palestinian sources cited by the Saudi news outlet, Hamas and other Palestinian factions agreed in principle to hand over their arsenals to a newly proposed Palestinian entity rather than carry out full disarmament.

The proposal also links any transfer of weapons to a complete withdrawal of Israeli forces from Gaza.

The discussions are part of ongoing mediation efforts aimed at advancing the second phase of the Gaza ceasefire agreement, which began in October 2025.

Negotiations have focused on several unresolved issues, including the status of Hamas’s military capabilities.

Sources quoted by Al Arabiya described the Cairo meetings as positive and said participants discussed a gradual, phased process for transferring weapons based on an agreed timetable.

The reported understandings represent movement in talks between Hamas and regional mediators, though questions remain regarding their acceptance by other parties involved in the process.

An official familiar with the discussions said he expected Israel and Board of Peace Chairman Nickolay Mladenov to reject the proposed conditions.

According to the official, both are expected to maintain that weapons should be surrendered before implementation of the second phase of the peace initiative proposed by President Donald Trump.

The ceasefire process has faced obstacles over Hamas’s previous refusal to disarm, making the issue of weapons one of the central topics in current negotiations.

Sources cited in the report said Qatar, Egypt, and Turkey share a common position favoring implementation of the outcomes of the Sharm el-Sheikh Peace Conference together with the plan endorsed by President Trump.

The Cairo discussions are continuing as mediators seek to bridge remaining gaps and advance the next stage of the ceasefire arrangement.
