Trump administration mulling plans to relocate entire population of Gaza

Plan drafted by the US proposes either paying Gazans to emigrate, while US governs territory for a decade, or relocating them within Gaza as the enclave is rebuilt into a “pro-American” zone serving as a hub for a broader global economic corridor.

The Trump administration is drafting plans for the post-war administration of the Gaza Strip, which would include either paying for the mass voluntary migration of the area’s two million residents to third-party countries or their relocation into designated refugee zones within the coastal enclave, according to a report published Sunday.

The Washington Post cited a 38-page prospectus in its report, revealing details of the White House’s plans for rebuilding Gaza after the current war with Israel ends.

In February 2025, during Israeli Prime Minister Benjamin Netanyahu’s visit, President Donald Trump announced plans to promote the voluntary mass migration of Gaza’s entire population of roughly two million people, with the United States taking control of the Gaza Strip.

While the administration has provided few details on the president’s plan, which he claimed would see the wartorn area turned into a Middle Eastern “Riviera,” US officials are now mulling competing proposals for implementing Trump’s vision of rehabilitating Gaza into an American economic zone — one that would serve as a hub for a larger east-west economic corridor linking the US and India.

According to the prospectus cited by the Post report, the US would “take over” Gaza for at least a decade, administering the territory via a trusteeship.

During the first year of the trusteeship, Israel would maintain general security control over the Gaza Strip, while internal security would be maintained by private contractors until a local police force is trained.

The plan to relocate Gaza’s population to facilitate the reconstruction of the enclave could be implemented in one of several ways, the report said, with options in the prospectus ranging from resettlement inside a limited corridor inside Gaza to subsidized mass migration to third-party countries.

One version of the plan would see émigrés given $5,000 cash payments plus payments for four years’ worth of rent abroad and a year’s worth of food.

Another proposal calls for the construction of six to eight artificial intelligence-powered “smart cities” in Gaza, with landowners being given the option to receive digital token payment redeemable abroad once they emigrate or redeemable at some future date for an apartment in one of the smart cities.

The plan, dubbed the Gaza Reconstitution, Economic Acceleration and Transformation Trust (GREAT Trust), was drafted in coordination with some of the Israeli officials who worked alongside the Gaza Humanitarian Foundation to set up an alternative mechanism for distributing humanitarian aid to Gazans. The financial estimates were reportedly provided by a team working for the Boston Consulting Group.

The plan would cost some $100 billion over a decade but would eventually yield a nearly fourfold return, according to the prospectus.
