Israel Border Police units surprised three terrorists as they set up a gas powered explosive device on the side of a security road outside Jerusalem.
The three, aged 17-19, all from the Palestinian Authority-controlled town of Beit Duqu in Samaria, were indicted on terror charges in a Jerusalem court Sunday.
