New UN Security Council plan sets conditions for IDF Gaza withdrawal

US drafts new plan for implementation of its Gaza peace deal, seeking UN Security Council backing for limited IDF presence in the Gaza Strip until mechanisms to prevent return to terrorism are implemented.

The Trump administration has drafted a new United Nations Security Council resolution aimed at implementing the second stage of the US-backed Gaza peace plan, updating the previous UNSC proposal with timetables and conditions for the withdrawal of Israeli forces from the Gaza Strip.

On Monday, The Jerusalem Post published details from the new version of the US-backed draft resolution, which includes major changes to the planned IDF pullout from Gaza.

One key change to the proposed resolution, in a copy of the new text obtained by the Post, is the explicit conditioning of Israeli withdrawals in Gaza on “verified” steps towards demilitarization, “in coordination with the United States and regional Arab states.”

The new draft resolution lays out timetables for implementation of the second phase of the Gaza deal, including the disarming of Hamas and gradual reduction of Israeli forces in the coastal enclave.

Critically, the updated proposal provides for Israel maintaining a military presence in the Gaza Strip even after Hamas has disarmed. Israel will only be obligated to withdraw completely from Gaza after enforcement mechanisms have been put in place to ensure that the Gaza Strip is not remilitarized.

To strengthen the peace deal, the US draft now mandates regular reports by the new Body of Peace Transition, which is tasked with ensuring compliance with the ceasefire and will oversee the surrender of Hamas’ arsenal and demolition of its underground infrastructure.

Under the new UNSC draft resolution, the Body of Peace Transition will have to update the Security Council in writing every six months regarding the progress in implementing the peace deal.

In addition, the US proposal calls for direct cooperation between the Israeli military and the international stabilization force – the pan-Muslim security force being assembled under Egyptian leadership which is slated to police the Gaza Strip and prevent the resurgence of Hamas and other terror groups.

In a concession to Arab states, the new draft resolution also formally adopts the Trump administration’s 20-point peace plan – including the call “for a credible pathway to Palestinian self-determination and statehood, which we recognize as the aspiration of the Palestinian people.”
